Executive summary
The 29th Conference of the Parties (COP29), to be held in Baku, Azerbaijan, faces a crucial moment for global climate action. This meeting, marked by the absence of key leaders such as Xi Jinping of China and Narendra Modi of India, reflects the tensions and challenges that hinder agreement on climate finance. These absences, coupled with limited representation from the United States and the exclusion of Russia, leave a large part of the world’s population — more than 50% — outside the leadership needed to reach a global consensus. In this context, Europe finds itself in a critical position, as, regardless of the outcome of the negotiations, it has an unavoidable task: to move towards decarbonisation to ensure its energy independence.
